Who can apply for the grant?
Veterans (combatants, persons with disabilities resulting from war) who are registered as sole proprietors (FOP).
Family members of veterans (spouse, parents, children) who are registered as sole proprietors (FOP). Legal entities (LLC, PE, etc.) where the founder or one of the founders is a veteran or a family member of a veteran (provided that their share in the authorized capital meets the requirements of the competition/legislation on veteran entrepreneurship).
Families of deceased (perished) Defenders of Ukraine who have their own business (sole proprietorship or legal entity).
Foreign Defenders (Legionnaires) with combatant status (UBD) who have a registered business in Ukraine.
Which business industries are supported?
No restrictions on fields of activity! Financing can be obtained for any idea for starting or developing (scaling):
Local manufacturing, craft business, coffee shops, service sector, IT startups, agricultural sector, etc.
The process of obtaining a grant:
Step 1. Preparation of documents and the idea
Project application and business plan (description of the idea, goals, marketing plan).
Project budget (Excel spreadsheet showing exactly where the money will go).
Status documents: combatant / war-disabled person ID (yours or your relative's) + certificates confirming family relations (if submitted by a family member).
Business documents: extract from the Unified State Register (sole proprietorship or legal entity), charter (for legal entities), certificate of no tax debt.
Letter of guarantee regarding the absence of facts of illegal receipt and/or misuse of budget funds
Letter of guarantee from the person(s) intending to provide partial funding (co-financing)
Letter of guarantee stating that at the time of participation in the competitive selection you do not receive other types of financial state support
Step 2. Online application submission
The entire process takes place on the website of the Ukrainian Veterans Foundation:
Fill out the registration form in the electronic account.
Upload all prepared documents, the business plan, and the budget.
Sign the application using EDS (electronic digital signature) of the sole proprietorship or company manager.
Step 3. Document verification (Technical screening)
The Foundation's experts check your application for technical compliance: did you upload the correct package of documents? Does your business meet the program criteria?
Step 4. Evaluation by experts and Project defense
Your project is evaluated by independent experts. This stage consists of two parts:
Scores from experts: they evaluate the feasibility of the business plan, novelty, creation of new jobs, and social impact.
Defense (interview): presentation of your project to the competitive selection committee (online or offline). You must briefly talk about the business and answer questions.
Step 5. Agreement and Funding
Announcement of results: the Foundation publishes the ranking of winners (who scored the passing mark). Signing the agreement: a tripartite agreement on providing financial support is concluded with the winners.
Receiving funds: money is transferred to your special bank account. You can start implementing the project and reporting on expenses!
Secrets of a successful application:
Realism and clarity of the budget, since grantors need to see where every penny goes; therefore, instead of vague phrasing like "marketing" or "other expenses," you need to detail each item in depth, for example, by specifying the exact model of equipment, its quantity, and a clear justification of the cost.
Since donors and government programs aim to invest in economic development and tax returns, the more official employees with defined positions and clear salaries you commit to hiring, the higher score your application will receive.
Social impact, which shows exactly how your business helps the community, veterans, internally displaced persons, or the region's economy as a whole; therefore, you must highlight the eco-friendliness of production, the involvement of vulnerable populations, or the resolution of critical issues in your town or village.
Proving the team's experience and expertise, because a strong idea requires qualified executors; thus, you need to clearly demonstrate your successful experience in the chosen field or the presence of specialists in your team with proven qualifications who guarantee that the allocated funds will yield the planned results.
